This has been mentioned before years ago. It's not only my stream. Even browser windows are lagging and performing poorly on the second screen when running ffxiv. It is the only game where this is an issue. My CPU load while steaming is around 50%. I did a test on pretty much all of my components. I clean installed the system multiple times.

I have to use VPN to bypass whatever throttling/caching/poor routing is going on to have a smooth experience. Hopefully when OCE servers come out this wont be necessary.
