I think there are 5 spots on the map that have those same barracks buildings and the one you mentioned was the only one to spawn loot, I checked both in my single player game and on my server. There's a military surplus store northwest of Rosewood that had a ton of military clothing (no backpacks or helmets when I went there).The hardware store RIGHT next to the food market gives you all the tools needed to build everything you will need. The fact that the base is atop a food market and just down the road from a giga store, gives you a ton of food to grab store and focus on carpentry / farming. It is really a perfect early and late game base.

The closest things you get are specific zombie spawns (the "Jason" zombie, for instance), locations tied to the game story, such as it is (like the army encampment south of Louisville, or the secret military base), and randomized safehouse locations (annotated maps and jokes like the toilet paper house).
