However that is not the part that confuses me, I checked the voltage at idle i was getting 13.3-13.5 i increased the rpms and the voltage dropped to 12.3-12.8.

Id be doing a serious inspection of all the cam timing components. It sounds like it might just be time for a rebuild. Keeep us posted.
