Yes, attacking with both weapons will use both your action and your bonus action. I believe the game defaults to automatically attacking with both. Look at where your weapons are on your HUD. There's a small button between your melee and ranged weapons that will toggle whether you use both automatically or have to manually use you bonus action.

Bard 10 is really, really good. Bard 11 I don't really care for. Their 6th levels spells aren't worth it. But Bard 10 is amazing. I would do that, a level in fighter for archery fighting style, shield proficiency so you can have a shield on your melee set and get the AC boost even when you have crossbows out, and second wind (which scales off character level in BG3 rather than fighter level). The Dual Wielder feat lets you dual wield non-light weapons, so you can, for example, dual wield rapiers, instead of short swords or scimitars etc. and also gives you +1 AC when dual wielding. If you want to dual wield, the fighting style is nice to have if you can get it, but I think I'd rather just get more Dex with my ASIs than go for the feat.
