Shard is an Acrel spawn and his ability to torch the planet is pretty new. Usually to do that digsite in the future, wait before excavating the last part. Set your fleet into the system and give him the middle finger. Shard needs a year to sterilize that planet, so it leaves you time to go at him once.

At the same time, I got notice a scientist died, I assumed the same one that was the excavator at the site. A strange visibility of a small military fleet from my vassal and a larger fleet from another empire appeared immediately in the system when the Shard Dragon was killed.
