You don't have to do anything, it is automatically applied once researched. i.e. you cannot turn it off once it is on. Which means you need to make sure your power grid can handle the increased consumption that it causes (during solar flares). Solar panels will also generate twice as much during solar flares, I think.

Simple, you crash on an alien planet, so you want to go home. Do the expeditions to scout the area, then once you got it build the station. You can leave in like year 3 if you know how to play, so there is no long sandbox mode if you keep aiming for leaving the planet. But if you want to stay that is an option as well.
