Plenty of them have no in-game way to oust an absentee guild leader(1)(2), and plenty of those ones *also* have important things that only the guild leader can do. This tends to mean that if the guild leader goes AWOL, the guild dies. SWTOR's system isn't adequately explained, perhaps, but it does address that kind of problem.
