Battery has 12volts on it. Starter has 12v on main post. At no point did the tires make any attempt to spin while the tractor quit making forward progress.

I'd start with these. After you're sure all of this is good put your voltmeter on the battery and have somebody turn on the key and hit the starter. Watch the meter.
