I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me.

Sure, basic setups and getting an understanding of how each parameter affects traction is still worth it, but the fine tuning the transient handling for example seems like a waste of time.
