It takes up up 3 spell slots so you need 18 Intelligence for that which will also give you 119 MP which is enough to cast it (uses 100 MP). To be able to actually cast spells you need 10 Magic. Can use a ring to get an extra magic slot but I'm pretty sure a different ring would be worth a lot more than a few Int levels.
