I tried waiting and checking at different times, but it didn't help. The "whitetail" lakes are completely empty from 16 to 20 and vice versa. Also, the moose lives the same places as whitetail and Roosevelt has the same as blacktail. There's multiple missions (at least 4 missions) that require the killing of two coyotes. I assume you're referring to Vualez #2, "harvest two coyotes with a rifle". If this is the case, it isn't location specific.
