It's just the way WoW/ElvUI is coded, bar 7-9 are the default for action paging(e.g bar 1 becomes bar 7 in cat form, 8 in bear form, 9 in moonkin form or something similar). Didn't double check the specific numbers but you get the idea. People should try the new UI, move the bars to the old locations as you had them on the old UI. Any "original" or newer default UI from a couple expansions ago will be a full UI replacement especially if it includes old artwork, and therefore will take more resources. I missed the old UI for a while on the beta, but eventually got used to it.

Sure elvui can fix it. And you can disable the clicking in vuhdo. The problems in grid is an easy fix aswell. Check a writen guide or YouTube. You need probebly need to use diffrent profiles dependent om Raid size. Ie when it is 5 man look this way. 10 man this way. And so on.
