Other than those you'll only find mods that change certain NPCs but are not as extensive as WICO or those mentioned above. If you question is “does WICO make vanilla NPCs looks like they are from another galaxy”, my answer is, I don’t think they do. And I don’t think that’s what the author intended. They intended to make NPCs look better but still have the rustic feel of Skyrim, however rather or not they achieved that is ultimately up to you.
For mer I recommend {Etheral Elven Overhaul}. It's not hard to set up if you follow the instructions on the SSE page. I also recommend the High Poly head mod that Ceejs linked. If you are unfamiliar with xEdit, you should be looking for more indepth resources on the basics. The short version is that if you apply the filter to show conflict losers, WICO should show up on the list and you can go through the NPC records there looking for any where the above data set by WICO is changed by another mod.WICO is a broken mod. If using both mods, SoS should be loaded after WICO. This will let SoS overwrite the body mesh while not touching things WICO doesn't touch. In general, load mods that edit specific things (like eyes, for instance) after things that edit general things (like faces/bodies).
